Where Japan's BIM regulation actually stands
You often hear that “BIM is mandatory in Japan.” That is only half true. Civil works and buildings are governed by completely different schemes, and on the buildings side it is not mandatory yet.

1“Mandatory BIM” is two different stories
The most common confusion when discussing BIM policy in Japan is treating civil works and buildings as one thing. The two schemes differ in the department responsible, in how binding they are, and in how far along they are.

2April 2026: BIM drawing review began
The biggest change on the buildings side is “BIM drawing review” (BIM図面審査), which began on 1 April 2026. It allows an application for building confirmation (建築確認) to be filed using drawings output from a BIM model, and MLIT put guidelines and manuals in place before it took effect.
Applicants need roughly three things: BIM operation that meets the input/output criteria (入出力基準), a declaration of conformity (適合誓約書) covering it, and drawing output that follows the presentation standard for confirmation application documents (確認申請図書表現標準). Training sessions for the reviewing side — designated administrative authorities and designated confirmation and inspection bodies (特定行政庁・指定確認検査機関) — were also held ahead of the start date.
What is being reviewed, though, is still the “drawings”.
The BIM model itself is not what is examined; this stage checks the consistency of the drawings output from BIM. That distinction is the heart of the next section.
3Next comes “data review”
MLIT's “Future Vision and Roadmap for Architectural BIM” (建築BIMの将来像と工程表) treats drawing review as an intermediate step. The end direction is to review the BIM data itself rather than drawings. That is why standardisation of attribute data and a CDE for confirmation applications (確認申請用CDE, a common data environment) are being prepared in parallel.

It is particularly significant that the Standard Attribute Item List has a separate structural volume. Structural data is not itself subject to review today, but it means that which items are carried, and under what names, is already being fixed in writing.
4Support schemes
Precisely because BIM for buildings is not mandatory, the structure is one of encouragement through subsidies. The “Architectural BIM Acceleration Project” (建築BIM加速化事業) of FY2023–2024 was reorganised from FY2025 into the “Architectural GX・DX Promotion Project” (建築GX・DX推進事業) and continues under that name. Software adoption, training and model projects are among the eligible items.
5What this means for structure and rebar
From here on, this is our own view. Please read it as separate from the factual sections above.
BIM drawing review today centres on the drawings required for building confirmation, and rebar placement detail is not subject to review. It would not be accurate to overstate this and claim that “rebar will be reviewed soon” as well.
The direction of travel, however, is clear. The shift is from “the drawing is the record of authority” to “the data is”, and within that shift the standardisation of attribute data is proceeding with structure included. The moment data becomes the authoritative record, the question stops being whether a model exists and becomes whether the values in that model are right.
Rebar is the hardest area in which to verify that. Interpretations diverge on lap splices, anchorage and cover, and at joints it is difficult to judge clashes from drawings alone. When regulation begins to demand data, whether you are ready depends on whether you had been accumulating that data beforehand.
Regulation is not asking about rebar yet. But preparing after it starts asking is too late.
